Setiati Surasto, perempuan pembela hak-hak buruh yang berasal dari Banyuwangi, yang aktif terlibat dalam Gabungan Serikat Buruh Sedunia bahkan menjadi drafter Perluasan Konvensi ILO No. 100 Tahun 1951 untuk persamaan upah dan anti diskriminasi. Bahkan dedikasi dari Setiati juga dibuktikan dari perannya dalam Sidang Biro Gabungan Wanita Demokratis Sedunia, dimana Setiati mengusulkan Solidaritas Internasional untuk perjuangan kemerdekaan nasional, hak-hak wanita dan perdamaian.

Pada tahun 1960, Setiati menjadi anggota dalam konferensi WIDF (Women’s International Democratic Federation). Setiati pun bergabung dengan pemuda sosialis internasional. Ia pergi ke Albania untuk berlatih militer dan bergabung bersama tentara rakyat Albania dalam melawan penjajahan Perancis.
Pada tahun 1964, Setiatu pun diangkat menjadi sekretaris Gabungan Serikat Buruh Sedunia pada tahun 1964 di Praha. Ia secara khusus memperjuangkan solidaritas kaum buruh internasional yang bernafaskan anti imperialisme dan dekolonisasi. Ia tidak bisa pulang ke Indonesia pada tahun 1965 karena saat itu pemerintah Orde Baru melakukan pembunuhan dan pemerkosaan massal terhadap Gerwani. Saat itu ia berada di Praha dan menjadi eksil di Swedia.

Nona Setiati dalam orasinya menyadari bahwa sekalipun perayaan 1 Mei kali itu tak dapat diselenggarakan dengan gegap gempita namun memperingatinya di tengah-tengah revolusi nasional merupakan keniscayaan. Momentum 1 Mei dipakai untuk mencari keadilan, persatuan, dan perlambang kebulatan tekad kaum buruh meraih mayarakat yang berperi-kemanusiaan. Pukul 10.15 acara diakhiri dengan menyanyikan Internationale, karya E. Pottier (1816-1887) yang pada tahun 1920 digubah oleh R.M. Soewardi Soerjaningrat, kelak dikenal sebaga Ki Hadjar Dewantara (1889-1959).

As a result of the links with their counterparts abroad, Indonesian unionists had opportunities to travel and be exposed to new ideas. Indonesians were feted as a loyal part of the WFTU and some were elected to be part of the organisation’s leadership. SOBSI chairperson Njono was elected as a Vice President of the WFTU in 1957.24 SOBSI Third Deputy Chairperson Ruslan Widjajasastra and Secretary Mohammad Munir were members of the WFTU Council. Tjugito was elected president of the International Agrarian and Forestry Union. All four were also PKI leaders. Sugiri, a member of the SOBSI executive, was WFTU secretary and at the end of his term, he was replaced by another Indonesian and deputy chair of the SOBSI National Council, the woman labour activist Setiati Surasto

Setiati Surasto, the WFTU Secretary, delivered a statement communicating his disapproval of the Chinese delegation’s exclusion (ICFTU, 1966a, 2). In response to the meeting’s events, Agostino Novella, the CGIL General Secretary, remarked that “the situation inside the WFTU is certainly very serious, but it is still much too early to speak about a definite split” within the organization (ICFTU, 1967b, 17).
Other members of the Delegation had either been in China on 30 September 1965 or were able to get there from elsewhere around the globe. In China as members of the official Indonesian mission for Chinese National Day were: Mohamad Zaelani (1921–2007) and Nung Cik AR, both of whom had been representing the PKI in the Indonesian parliamentary delegation; Basuki Resobowo (1916–1999), in the Indonesian artists’ delegation; and Supeno, in the journalists’ delegation.32 Included also were Sidik Kertapati (1920–2007), Jamanhari, Ruslan Kamaluddin, and former minister and mayor of Semarang (between 1958 and 1960) Abdulmadjid Djojoadiningrat (b. 1904; known as ‘Abu’). Ashar Sucipto Munandar (1924–2010) had been visiting East Germany at the invitation of the government to represent the PKI’s Marxist–Leninist training college, the Ali Archam Academy of Social Sciences, of which he was the pro-rector, but he moved to Beijing in 1966. He was the second-to-last member to join the Delegation, followed by Ms Setiati Surasto (1920–2006), the chair of the PKI’s Europe Committee and secretary of the World Federation of Trade Unions, Prague.
