Cold War Polarization, Delegated Party Authority, and Diminishing Exilic Options

The Dilemma of Indonesian Political Exiles in China after 1965

In: Bijdragen tot de taal-, land- en volkenkunde / Journal of the Humanities and Social Sciences of Southeast Asia

Author: David T. Hill

As Adjitorop later wrote, ‘on the 22 February 1966 [I] received the decision [ketetapan] from the Politburo of the PKI Central Committee to lead the Central Committee Delegation abroad’.31 Mortimer noted (1974:391) that ‘by the end of 1966 all members of the Politburo had been killed or taken prisoner except Adjitorop, who had the good fortune to be in China at the time of the coup attempt’. Adjitorop gathered around him a dozen senior party members—either members of the Central Committee or the Verification Committee—who became collectively known as ‘the Delegation (of the PKI Central Committee)’ (hereafter: the Delegation).

Other members of the Delegation had either been in China on 30 September 1965 or were able to get there from elsewhere around the globe. In China as members of the official Indonesian mission for Chinese National Day were: Mohamad Zaelani (1921–2007) and Nung Cik AR, both of whom had been representing the PKI in the Indonesian parliamentary delegation; Basuki Resobowo (1916–1999), in the Indonesian artists’ delegation; and Supeno, in the journalists’ delegation.32  Included also were Sidik Kertapati (1920–2007), Jamanhari, Ruslan Kamaluddin, and former minister and mayor of Semarang (between 1958 and 1960) Abdulmadjid Djojoadiningrat (b. 1904; known as ‘Abu’). Ashar Sucipto Munandar (1924–2010) had been visiting East Germany at the invitation of the government to represent the PKI’s Marxist–Leninist training college, the Ali Archam Academy of Social Sciences, of which he was the pro-rector, but he moved to Beijing in 1966. He was the second-to-last member to join the Delegation, followed by Ms Setiati Surasto (1920–2006), the chair of the PKI’s Europe Committee and secretary of the World Federation of Trade Unions, Prague. After his arrival in Beijing from Havana in January 1966, Ibrahim Isa (1930–2016) served on the staff of the Delegation.33 The CC-PKI delegation both mobilized the exiles within China and represented the PKI at pro-Chinese international fraternal party events. For example, Adjitorop attended the Fifth Congress of the Albanian Labour Party in November 1966 (with Munandar) and the Sixth Congress in Albania (with Zaelani) in November 1971.

Padahal, Nungtjik A.R bukanlah pencipta, tetapi hanya penyempurna syair yang sudah digubah A. Dahlan Mahibat.

The song itself was created by a group of writers led by a journalist who was a local government official of the Department of Information under the Japanese: Nung Cik A.R., born in 1910 in Palembang. He was assisted by Salam Asterokusumo and MJ. Suud. The composer of the melody was Ahmad Dahlan Mahibat, who was born in Palembang in 1911. Unlike Nung Cik A.R. and Salam Asterokusumo , who at the time were Nationalists (Partai Nasional Indonesia members), and also unlike M.J. Suud, who was a member of the Muslim Party – Sarekat Islam, Ahmad Dahlan was not involved in party politics at all. Nung Cik A.R. had been asked to create the song to welcome Mohammed Syafei, the West Sumatra-born head of the all-Sumatra Advisory Council (Chuo Sangi In) of the Japanese Sumatra command, on his official visit to Palembang in early August 1945 for discussions with Dr. A.K. Gani, Chairman of the Palembang Council.

……..

In 1958, South Sumatran authorities were searching for acceptable items of music and dance to celebrate the official installation of the Resident of Palembang, Haji Abdul Rozak. In the colonial period there had been no state song or established ritual or dance to welcome state guests; and the Javaneseinfluenced kraton had banned Buddhist-inspired culture and dances <12). There was no song lyric that reflected the glory of South Sumatra’s past. Thus Rozak recommended to President Soekarno that «Gending Sriwijaya» be adopted for the purpose. Though created in the shadow of the Japanese occupation, it elegantly expressed a wistful longing for a return to national greatness; besides, its lyric had in fact been created by members of the Indonesian Nationalist Party and Sarekat Islam whose nationalist sentiments could not be doubted. By 1955, Nung Cik A.R. had joined the «red» branch of the Socialist Party, and in 1962, the Communist Party. In 1963 he fell sick with tuberculosis and went to Peking for treatment. It is believed in Palembang that he died in August 1970, but I was unable to find confirmation of this. As has been mentioned above, after President Soeharto took power in 1965 it was forbidden to perform «Gending Sriwijaya» on official occasions due to the communist affiliation of the main author of its lyric Nung Cik A.R.

Tutur sabda dharmaphala satyakirti dharma kirti
Berkumandang dari puncaknya Siguntang Maha Meru
Menaburkan tuntunan suci Gautama Budha Sakti

Borobudur candi pusaka zaman Sriwijaya
Saksi luhur berdiri tegak kokoh sepanjang masa
Memasyurkan Indonesia di Benua Asia
Melambangkan keagungan sejarah nusa dan bangsa
Taman sari berjenjang emas Perlak Syri Kesyatra
Dengan Kolam Pualam bagai di Syorga Indralaya

Salam Harapan 05:45 Taman Bunga Plantungan 16:52
